Fred Smoller of Brandman University (and an advisor to CalWatchdog) made this observation regarding the 72nd Assembly District race:
“With 197 of 197 precincts reporting, turnout for the 72nd special election was a dismal 14.8 percent. 81 percent of the ballots that were cast were sent in by mail. This percentage is up 5 points from the November primary. This percentage continues to climb with each election cycle as more and more voters become permanent absentees. If the election were held solely by mail (with a view precincts left open) up to $40,000 could have been saved, estimates the OC Registrar of voters.
“Given our current budget woes, isn’t this worth at least studying?”
