					<description><![CDATA[As to the CTA and their buy-in, don&#039;t worry ....with devastated budgetary state coffers shrinking evermore, it may be a strong incentive to the majority of the excellent working teachers, who tend too offset the performance of the ones who &quot;just show up&quot;. With the CTA bargaining units facing the same budgetary strife for the next few fiscal rounds as is anticipated, it probably makes sense for their leaders to be able to offer something constructive to bring to the discussion as to how we can remedy the disparity of the limited dollars and the dire consequences that our students face presently.      Thanks to tenure, many of these under performing teachers are fire proof, with collective bargained golden handcuffs, meanwhile teachers who do the job of bringing scores up and who work extra hard to move student achievement upward in their classrooms working extra non-compensated time, are paid at some base rate matrix as the ones who just watch the clock all day. With incentives, teachers can dictate how much they want to earn, based on how much load they carry and determined outcomes by measurements that are more than just the present state mandated testings, such as yearly benchmarks of how children are performing in the fall, with an eye to identify those who are behind their peers academically, who may then be referred and benefit from RTI (Response to Intervention) a six-week remediation program component of NCLB.
