Best put-down by LAO

I always enjoy Legislative Analyst’s Office reports, which tend to be well-researched, well-written, fair and professional. But now I give the LAO new kudos — for writing one of the best put-downs I’ve read in a while. This is from the LAO’s report on the 2010-2011 transportation budget: “The imposition of furloughs on Caltrans COS [Capital Outlay Support] staff appears to have had no indentifiable impact on its productivity, further suggesting that the department is overstaffed for these activities.”

Ouch.
