					<description><![CDATA[Katy, I have friends who are honest and hardworking with a mentally handicapped adult son. The mental handicap was partially caused by treatment at a state hospital, but that&#039;s another issue.  They really resent and have promised to express their displeasure with the state at political townhalls and rallies by politicans up for reelection.  Their protest is the state&#039;s implementation of new IHSS procedures. They believe that the state considers them criminals when they are not.  Also, the attitudes expressed by state employees have made them even more upset. They have been shut-off during meetings and telephone calls.  The state should look at the public financial support of groups that are suppose to represent the interests of IHSS receipents. These people are collecting paychecks and not doing their jobs. There&#039;s the waste!]]></description>

					<description><![CDATA[Katy, sorry you may have missed the other hearing yesterday, before the Assembly Budget Committee.  They were talking about the Administration spending up to $5 million to buy military-style cameras (under a sole source contract, by the way) so they can take pictures of Alzheimer&#039;s patients, paraplegics, and other IHSS homecare consumers. This is supposed to help fight the so-called &quot;massive&quot; fraud in IHSS, which has never been proven.  But even if there is large-scale fraud, these photos will do nothing to prevent it.

As the Sacramento Bee editorialized Saturday:
&quot;In the welfare realm, fingerprints and photo IDs are used primarily to prevent duplicate fraud, cases in which aid recipients go to different counties and apply for welfare or food stamps under different names. IHSS services are delivered in recipients&#039; homes. It&#039;s hard to conceive of an elderly frail or disabled IHSS recipient traveling from Sacramento to Yolo to apply for help bathing or feeding him- or herself at two different addresses.&quot;
