I say the key phrase here is "...take all practical and cost-effective measures...".
It cannot be considered 'practical' to increase costs for state agencies at this time. As Katy says, if we get our finances in order, this would be a good thing, but currently it is unforgivable to increase costs to implement green tech.
On the 'cost-effective' front, many of the green proposals will end up costing more money over the live of the systems, i.e. a solar panel system to reduce electricity usage will end up costing more than the cost of the electricity saved.
On the national front, I believe this is the reason Obama has said that the cost of gasoline "needs to be about $7.00 per gallon". At that price point, green tech DOES compete economically.
