					<description><![CDATA[Interesting timing on this piece, with the Bee editorializing concurrently that it&#039;s time for Sacramento to finally stop killing Delta smelt with its poorly treated pollution, and upgrade its archaic sewage treatment plant.  Of course, upgrading the plant would require an increase in rates above the CPI.  Sacramento&#039;s solution? Force Southern California water users to pay for their new sewage plant.  NO WAY!  We paid for our state-of-the-art treatment facilities; Sacramento needs to pay for its own and not come begging for an undeserved handout that no doubt will be squandered.]]></description>
