Katy Grimes: I received a tip from a Capitol insider that there are three budget reform bills poised for decisive death in the Assembly Budget Committee[1] next week. The committee is quite large with 26 members — 15 are Democrats, one is an Independent, and 10 are Republicans.
SB 1160 (Dutton) would reestablish the dynamic analysis and review to consider the economic impact of proposed changes to the budget by the legislature, including how tax law changes would impact the state.
SB 1020 (Wolk) establishes performance based budgeting and program performance reviews. This bill requires the Legislature to establish a process for reviewing the performance of all state programs at least once every ten years, including tax expenditures.
SB 1426 (De Saulnier) would instead require the budget submitted by the Governor to contain itemized statements, provisional language, performance measurement standards for state agencies and programs, recommended state expenditures, and a projection of anticipated state revenues, including revenues anticipated to be one-time revenues, and would require the budget to contain an estimate of the total resources available for the state expenditures.
Pretty radical stuff, huh?
All three bills will be dead next week unless granted a rule waiver.
