SB-810 (Leno) does cut premium costs by upwards of 40% by removing the subsidies paid to the private insurers which contibute no value to the consumer public. SB-810 does require a Federal waiver to be implimented (which is available in 2017, but could be changed with more public pressure), but its passage would be a model that Sen. Baucus prevented being discussed when the PPACA was being drafted.
