					<description><![CDATA[Although these Bills get some Federal funding they do not help the state pay for city, county, and state healthcare premium costs or help private employers reduce healthcare premium costs or help the state pay the increased costs of Medical under PPACA.  SB-810 (Leno) does cut premium costs by upwards of 40% by removing the subsidies paid to the private insurers which contibute no value to the consumer public.  SB-810 does require a Federal waiver to be implimented (which is available in 2017, but could be changed with more public pressure), but its passage would be a model that Sen. Baucus prevented being discussed when the PPACA was being drafted.]]></description>
