It will be reviewed in the legislative house anyway so I guess it will be for the overall good of the government and the people.]]></description>

If bankrupt cities can&#039;t declare bankruptcy, then their burdens will pass to the state. And if a few cities and counties start declaring bankruptcy, that would be a warning to the others to get their acts together financially. But if the bill becomes law, no such warnings will be heard, and the whole system will crash down together.

Bankruptcy courts are one of the few areas of the federal government that work well, as shown by the Orange County bankruptcy in 1994, and by various corporate bankruptcies. The procedures are old, tested, and mostly uncontroversial. So there&#039;s little danger of abuse by a city or county.

Can&#039;t anybody in the unions or government think of financial consequences occurring more than 5 minutes from now?]]></description>
