Although I dont support Prop 25, I dont like irresponsible journalism either. Prop 25 changes to vote on the state budget to majority – there is an argument that it allows state tax increases in budget trailer bills by majority vote, but there is simply no way to read it as allowing local property tax or parcel tax increases.
