Any NHA management plan must be approved by the Dept of the Interior which can withhold funding subject to changes and revisions.  Acceptance of the plan also depends on committments from State and local governments to support it.  Can it, then, really be called a &quot;local&quot; plan?]]></description>

I would direct your attention to Silos and Smokestacks National Heritage Area in Iowa.  This area comprises 37 counties in the norteast quarte of Iowa, and it covers over 20,000 square miles.  It has been immensely helpfull in promoting tourism and is a help to the economy of the area.]]></description>

This legislation is extremely dangerous when read in context to the Wildlife Corridors Act, the BDCP&#039;s buffer zones, the Wildlands Conservation Act and I&#039;m sure other legislation of which I am aware.

When land-use clauses are read from one to another, a very different landscape emerges and it is this panoramic understanding of all related Bills and Acts that should make every American finally stand up and say &#039;no&#039;.  I would be happy to share documents and links regarding National Heritage Areas and other relevant private property rights resources.

It&#039;s time for all Californian citizens to take a step back from the driving issue (water) regardless of where you live in the state, and look at what is really being perpetuated at the next level.  Do we really want to live under more Federal regulations?  Think about it real close, because we are on the verge of losing ALL local control and we won&#039;t be able to get it back.

After all, this the great State of California, federal laws trump state.]]></description>
