Steven Greenhut: Former Reagan Administration Secretary of State George Shultz is working arm-in-arm with environmental leftists to stop Prop. 23, which would roll back the job-killing AB32[1]. Shultz has joined a long list of establishment Republicans who love big government and don’t mind massive regulations. Ironically, Shultz has complained about excess regulations hindering the economy and also about rent-seeking companies who seek bailouts.
