I attended the meeting also. Here are a few of my observations.
1. The steering committee ain't steering the ship.
2. There wasn't a soul in the room who believes that Lester Snow was "not familiar" with the Federal Biologic Opinion.
3. Peltier and King-Moon both said it, they don't forsee reducing reliance on the Delta.
4. Melinda Terry (NDWA) said it is possible the plan is 70% written, but, the remaining 30% is the heavy lifting.
5. There are no quantifiable goals for Delta restoration.
6. Without goals we have no way of knowing how much water is needed to sustain the habitat .
7. Without knowing how much is need to sustain the Delta, we have no way of knowing how much is left to clasify as surplus. Surplus is what is left to divvy up among the water contractors.

To paraphrase Don Nottoli, they are aproaching this from the wrong end.
They have picked out the drapes and paint colors and still have no idea what the foundation is going to look like.
