Instead of rebuilding our much needed infa-structure in California
we are going to fund another wealthy persons toy. A toy only a chosen
few can ride. Hmm lets see, rebuilding our much needed infa-structure and
putting hundreds of thousands of people to work or build a ride only a

It seems the incentive for consultants of and those drawing a paycheck from the rail authority is to understate the project. If the initial projections stated 90 billion my guess is that the planning and project would have ended without approval.

However as the frog in boiling water theory explains, if they project low and give incremental increases to the final cost it assures their special interest will be served.

How about giving a reverse incentive. Debtors prison for failed estimates. Say maybe five years hard time for every billion over the mark. Taxpayers could line up at the prisons to jeer and cast insults as they break rocks into smaller rocks.

I am guessing there would be a steep rise in accurate estimates.

There are state officials who consider this project a piggy bank. I hope there is an in-depth investigation into how bond monies are being spent. The idea that the state has to spend top dollar to get the most qualified employees is a bunch of cr_p.

A major CIP has various expenditure categories; e.g. Administration & General, Operations & Maintenance, Capital Outlay. The current focus is spending out of Admin & General, and a careful detached, external investigative body needs to take a close look at these expenditures. They seem to me to be out-of-control.
