However as the frog in boiling water theory explains, if they project low and give incremental increases to the final cost it assures their special interest will be served.

How about giving a reverse incentive. Debtors prison for failed estimates. Say maybe five years hard time for every billion over the mark. Taxpayers could line up at the prisons to jeer and cast insults as they break rocks into smaller rocks.

I am guessing there would be a steep rise in accurate estimates.]]></description>

A major CIP has various expenditure categories; e.g. Administration &#038; General, Operations &#038; Maintenance, Capital Outlay. The current focus is spending out of Admin &#038; General, and a careful detached, external investigative body needs to take a close look at these expenditures.
