					<description><![CDATA[I don&#039;t think the devolution of government to the lowest possible level will change anything unless the lowest possible level is subject to the voters. However, increasingly, government functions are given over to special districts and &quot;non-profit&quot; organizations whose agendas, policies, finances, and personnel practices are well hidden. From the outside looking in, it sometimes seems that government hates you or fears you, or both...mostly because voters have the abilty to upset their carefully tended apple carts. So, they try to remove as much as possible from voter choice.]]></description>
