					<description><![CDATA[Sunset review as practiced by the legislature doesn&#039;t cut the mustard. Even if a board is eliminated the functions and bureaucracy of the board simply migrate to the Department of Consumer Affairs.  The regulatory guilds and licensing practices remain enshrined in law forever.  The trick is to actually eliminate the licensing boards AND the underlying law requiring licensing, which will NEVER happen, at least not in this state.]]></description>
