Instead of adding $6 Billion to the state credit card, perhaps we could have just reduced the size of government, eliminated red tape and regulations, lowered taxes and let the market decide how best to invest research and development resources. Private investors could take the risk, reap the rewards and the taxpayer would be off the hook.]]></description>
