I've seen longer-term measures of "business climate" from the Tax Foundation and CEO Magazine.

The Tax Foundation study gives California low rankings since 2006.
http://www.taxfoundation.org/files/bp60.pdf

2011: 49th out of 50
2010: 48th out of 50
2009: 49th out of 50
2008: 49th out of 50
2007: 48th out of 50
2006: 42th out of 50

CEO Magazine consistently ranked California 51st out of 51 (includes Washington, D.C.) since 2005.

Is it not surprising that California's unemployment rate is 2nd worse in the nation (only Nevada's is higher)?

Because government revenues depend on private-sector employment, investment, and spending, is it not surprising that California's tax revenues are down and California is facing budget deficits and cuts?

I'm a forth-generation Californian and I love the state. However, just in the difference in state taxes between here and Texas, I could afford two weeks in a beach-side luxury resort every year, soaking up all that California gold.
