If the $42B in energy bonds are going to be paid off in 2012, how does it follow that there is anything that reverts to Gov Brown? Is he going to view this as a private account or slush fund? How would this "bond authority" be used and by whose decision? I suspect this is linked to his renewable energy schemes. It may be used to purchase agreements with the usual groups of offended disadvantaged as well as the always at risk of premature death bunch. Some to fund the NGO's and Greenies and finally the "investors" in the future, FOJ friends of jerry. All will feed well on this. The rate payers will see a increase in fees while enjoying a decrease in actual electricity available. All this will further the goals of the Central Planners and Central Governance by those who know best. Jerry will claim he has no choice, it's the law and besides we must provide for the women and children etc etc.

Hmm if I remember correctly the "free market" was responsible for the brown outs and price jacking problems of a few years ago. While windmills and mirrors may not be pretty, they look a lot nicer than natural gas extraction areas that are frequently found on public land. What do these sites look like when they are abandoned? Not to mention the waste they leave in the ground as part of the extraction process. We've moved from NIMBY's to COVER'S Citizens Opposed to Virtualy Everything with tolerance for none.

We drive by the various wind farms near Tehachapi on our way from Bakersfield to Ridgecrest. The ones we see are all working (or mostly working), but they are an ugly sight.
