My pet peeve is the latest surcharge on gas utilities to aid the &quot;poor&quot; in paying cheaper rates than us &quot;rich&quot; folks. Who keeps track of this money? What if it isn&#039;t used by poor people? I don&#039;t think we&#039;ll get it back, just like the surcharges to help the &quot;poor&quot; pay for phone and electricity.

It&#039;s either income redistribution or a secret rate increase to pay salaries and pensions.]]></description>

None of it would be used to finance the $400,000 water district manager&#039;s salaries and million dollar pensions. 

Since CA is experiencing somewhat of a dry winter for 2011-12 so far, expect the water cartel to threaten you with higher rates due to a water shortage. But last year when we had abundant rainfall and snow packs, did the water cartel threaten to reduce your rates due to a water surplus??? Of course not.]]></description>
