She was a bystander. A parolee showed up at the dance with a gun to avenge a grudge with a gangster that Ms. Huel may have accompanied to the dance. The shot missed the intended victim and mortally wounded Miss Huel.

The City shut down the dance club – which didn’t have proper permits – and discouraged any more teen dance venues.

There wasn’t anything a “violence prevention” month or declaration could have done to prevent this tragic loss. In fact, Pasadena had a “Youth Violence” prevention team and over 1,000 non-profit agencies, many of them specializing in youth violence.

It is interesting that as the youth murder rates has dropped to near zero here in Pasadena the funding for “youth violence” efforts has gone up exponentially. They are entirely unrelated.
