					<description><![CDATA[Here in Pasadena a couple of years ago we lost a Black teenage girl - Ebony Huel - who was hanging out at a dance and shot.  She was a bystander.  A parolee showed up at the dance with a gun to avenge a grudge with a gangster that Ms. Huel may have accompanied to the dance.  The shot missed the intended victim and mortally wounded Miss Huel.  

The City shut down the dance club - which didn&#039;t have proper permits - and discouraged any more teen dance venues. 

There wasn&#039;t anything a &quot;violence prevention&quot; month or declaration could have done to prevent this tragic loss.  In fact, Pasadena had a &quot;Youth Violence&quot; prevention team and over 1,000 non-profit agencies, many of them specializing in youth violence.  

It is interesting that as the youth murder rates has dropped to near zero here in Pasadena the funding for &quot;youth violence&quot; efforts has gone up exponentially.   They are entirely unrelated.
