Tom - you are right. As a former business owner forced out of business by bankrupt clients as well as California's staggering regulations and high taxes, I am too familiar with the enviro regs, double taxation, tax on personal property and equipment, taxes on top of high utility rates, the aggressive BOE always looking to redefine what falls under the sales and use tax, maniacal Franchise Tax Board and IRS auditors, and hundreds of thousands of dollars spent annually on Workers Compensation insurance, when we already spent hundreds of thousands of dollars on a great health insurance plan.

And no one talks about the mandatory insurance policies banks impose when borrowing to purchase equipment, or maintain a line of credit. This is why new businesses are not being created in California, and existing businesses are fleeing, stagnant or closing.

Good article. However it is not only sales tax on capital expenses that hinders businesses. It is also corporate taxes and especially workers' comp insurance rates. Also don't forget the crazy environmental rules the state has imposed, both thru AB32 and the Air Resources Board.

Without those being fixed you will get nowhere with encouraging manufacturers to stay.

A very modest tax increase on a very tiny number of people could solve our budget problems not just today but into the foreseeable future.

$300 million is not a "modest tax increase" unless you're a public employee milking the system.

I also don't think it would solve anything for more than 12 months, the pols always give away the farm to the public unions when they have $$$$.

California is not broke!!Contrary to what some in positions of temporary power would like you to believe, California is not brokeat all people. The Golden State is so rich that it's drunk on its own wealth and power.I recently read an article that one out of every five billionaires in America, live right here in california,HAH!!! Where's your share of this massive wealth? Has it been transferred from workers and consumers to bankers and billionaires? Oh yes it has!The total net worth of the billionaires in California is $231.8 billion!! Ten percent of that wipes out the budget deficit. And that doesn't even count the folks worth $900 million or less; they didn't make the list. A very modest tax increase on a very tiny number of people could solve our budget problems not just today but into the foreseeable future. There is a reason why the gap is widening between the corporate fat pigs and everyday people!

"As state leaders hope for a surprise uptick in revenues this spring, state Controller John Chiang reported Tuesday that California lagged last month by $233.5 million, or 4.2 percent"

http://blogs.sacbee.com/capitolalertlatest/2012/04/california-revenues-42-percent-shy-in-march.html

Another big swing and a miss by Jerry Clown!

How's that responsible budget forecast for 2011-12 working out, Jerry?

Next time try understating revenue and overstating expenses for once!!! :)

Excellent piece, Katy! With $71k average wages, the highest economic multiplier among all industries, and tremendous upward mobility for California's working families, we must find ways to motivate new manufacturing investment. CA is one of only three states that tax the purchase of manufacturing equipment and investments. California state revenues will improve with very simple and common solutions to grow the manufacturing sector.
