This reminds me of Bell, Kalifornia. No one had any idea what the mayor and the city council were doing, no one was paying attention.

That is incorrect Hondo- Bell, and Fatty Rizzo, were engaged in a MASSSIVE FRAUD where they were hiding all the fraud out of public site.

No one had a chance to pay attention because Fatty Rizzo was hiding his fraud. That is very common in gov, to hide the ball.

I guess we can't blame this one on the unions, tho I'd guess their pension funds are way underfunded too.
This reminds me of Bell, Kalifornia. No one had any idea what the mayor and the city council were doing, no one was paying attention. And even if they did, the mayor had so much power, you couldn't stop him.
Mammoth lakes is in a similar situation. The idiot city government tried to get out of a deal they made with a developer and lost a lawsuit for zillions of dollars, far more than that little community could possibly pay back. Now the citizens, not the city leaders who made this mistake, are on the hook for all the money. More than they could possibly pay back in a 100 years. Those same city leaders have probably left town already with a forwarding address where to send their huge pension checks (Carmel I'd guess).

Harrisburg is the town right next to 3-Mile Island where the nuke plant meltdown took place, right? I vividly remember that as a kid. You mentioned what percent of the Harrisburg population is black and in poverty. What percent have 2 heads and glow in the dark? I wonder if the meltdown zapped their brain cells and that's the reason they can't manage the town budget? The federal judges might be able to block a bankruptcy or two - at the onset of these fiscal crises - but when the dominoes really start to fall (and they will) no way in hell can they indefinitely dance around it. The rest of the state residents will be fit to be tied if they have to bail out these failed towns and cities - and see their taxes go up as a result of somebody elses fiscal irresponsibility. This is the kind of stuff that turns into civil wars. No joke either. Let's put this in perspective for a second. Let's say your next door neighbor took out a home equity loan on his home and blew it by sending all his buddies on junket trips to Maui, Majorca, Nice, Sun City, Fiji, Le Toiny and bought them new luxury cars. Then some goon from the government comes to your home one day and says "Bill next door needs your help. He's going to lose his home unless all the residents on Easy Street pitch in and make him whole. We've decided that it's not your option to opt out. You're on notice. Everybody's in. We need 3 installments of $5000 from each of you. Mr. Banker around the corner is offering to arrange home equity loans if you need one. First installment in due in 30 days. Enjoy your day".

Now how would you react to such a visit? I have a good idea about how I'd react. Basically that is the direction we are moving in with municipality defaults. I feel like I'm a character in a Franz Kafka novel.
