More laws/rules will not change anything (it usually makes things worse).
People are looking for JUSTICE. Courts now are not a place to look to for justice which leaves folks looking elsewhere for JUSTICE. Representatives are supposed to represent the People. When did we see that in our lifetime?
We either have REPRESETATION or BULLIES. We have always wanted smaller Government BUT really what we need is Proper REPRESENTATION....more council members mean more difficulty to get the Bills through which means less TAXES.
Bills ALWAYS cost lots of money & are never for the good of the People.
You want reform pay attention to Local Government, School Boards, Water Boards.

I think the point is a lack of representation is causing greater lawlessness & also we are not being represented properly. The intent is for you to be able to contact your representative with a grievance, for him to investigate and get back to you. Now he will advise you to get a lawyer!

The vast majority of cities (at least in CA) have "At-large" city councils. It's no wonder so many CA cities are heading towards bankruptcy. The representation issue is something few are even aware of since it has been so long since representation has been adequate.
