					<description><![CDATA[This bill was needed in a focused way.  A laundry service that dumps their chemicals illegally is a huge problem.  The cost of cleaning up these dumps can be huge.  
But does that include those kids throwing out their uneatable school lunches?  The fact that this bill is so broad in its coverage will lead to the state sticking their nose into things they shouldn&#039;t.  
Not that that has ever happened.
