So they admit to the planned blackouts shamelessly. In a sane state, the central planners would spend their time helping the energy providers create enough energy to meet peoples needs. In Crazyfornia, they direct their efforts towards exempting certain groups from the results of their own incompetence. This is why Crazyfornia doesn’t work anymore.

Have they not read the studies that show that these cool pavements will cause an inversion layer that will force smog closer to the ground?
