Harry Truman had the Truman commision in ww2 to combat waste, and he did.  His committee had teeth.  Truman couldn&#039;t get elected today.

It is true - there are vast underground water supplies in California.  But to assure that they aren&#039;t depleted courts have often adjudicated a &quot;safe yield&quot; of only a fraction of underground supplies that can be pumped out each year.  

Groundwater is mainly used in dry years to offset the lack of water supplies from snowpack and rainfall.

Someone tell me about how we have droughts when there is underground water throughout the state, even here in Santa Clara County.

We are wasteful in managing our storage and more reservoirs would solve this issue once and for all.  On top of that, you create more economic growth with said new reservoirs and of course, you would need more government jobs to man these parks and recreation areas.

Easy decision in my book.]]></description>
