This spreading of the liability is like a cruise ship. A common cruise ship is managed by some Swedes, captained by an Italian, flagged in South Africa, owned by a Greek, ported in Somalia and defended by lawyers in Bermuda. That is not an accident. Just try to sue someone for screwing up. When someone gets murdered in open waters, just what cop do you call.
They are obviously doing the same thing with cap and tax. No one is accountable.

Forgive me for pointing out the obvious once again… that AB32 only affects businesses in Cali, so Chinese companies or even other states will not have to worry about paying these higher costs. AB32 will only drive more jobs out of Cali. If they were serious about this issue they should just have enacted a direct carbon tax that would also be applied to all imported products.
The Chinese are laughing all the way to the bank on this issue.
