					<description><![CDATA[Even the left-leaning Sacramento News &#038; Review weekly free newspaper contained a grudging admission this week that the superintendent of the Sacramento City Unified School District went too far with an email from his office to district employees insinuating they should vote YES on Measures Q and R, authorizing the district to borrow $414 million through bond sales.
