In a property tax system with forfeiture, there is little difference between outright confiscation of land and cash payments backed by the value of that land. Either way, the state has stolen that land and invested ownership in itself.

This is good advice for Jerry Brown and because he displays a deep interest in the Roman Republic perhaps evoking a Roman emperor to make the point will catch his ear. Let’s hope. As always, what we need from him now more than ever is LEADERSHIP.
