I served on plenty oral boards for miscellaneous employees, where the applicants were judged on their qualifications and fitness for the jobs. I have known many PS employees during my years, and they were hired on the basis of their qualifications–Academys are not Kindergarten, and no amount of patronage can pass them–they are on their own. Political patronage on the part of elected officials, I understand–rank and file employees are rarely on the receiving end of such.
