Google wanted to build in California but the regulations (which add cost and time) stopped them. That is why it is more expensive to do anything in Cali which gets passed on to the average Californian. Business have been running out of the state for years. Who could have guessed how bad Detroit would get 50 years ago. California has many mini Detroits already and they are growing.
