It’s out of the closet now. A draft Project Labor Agreement for the first segment of the California High-Speed Rail is included in Addendum 8 of the Request for Proposal (RFP) for the design-build contractor.

This union agreement will be signed by Robbie Hunter, President of the State Building and Construction Trades Council of California, a representative of the California High-Speed Rail Authority, and by representatives of the design-build entity and its subcontractors.

But many times the unions want everything, 100% of a project, under PLA’s. I make the 25% comment in light of such deals.

Please note that a major deal on the Chula Vista waterfront was derailed over a 100% PLA requirement from the unions which the developer, Gaylord, rejected and then bailed and never did the project over the PLA, which hurt everyone.

Oh wait, strike that last item. That’s a bad thing. Stupid HSRA and politicians! They almost had me believing these were real jobs.

Certain segments of the work like laying rail all almost completely unionized. The unions are getting greedy and want all of the work, not just that which they dominate the field in.

I actually don’t have a beef with a number like 25% It is reasonable IMO.

Here’s one story I did last January about Assemblyman Mike Davis’ union bill, AB 1254, requiring a minimum of 25 percent of the workforce used at each worksite be from the local workforce. And it would require that a minimum of 25 percent of the aggregate dollar amount of contracts awarded be subject to project labor agreements.
