Given that the unions are RELENTLESS and still quite strong in Michigan, any company setting up shop or expanding in Michigan risks a court or election reversal that will put the unions back in charge.  

Such capital investment decisions have to be made for the long term, and no sane businessman would move production facilities to such a politically unstable state -- given the more reliable alternatives in the south and west.]]></description>
