With all of the hoopla surrounding Gov. Jerry Brown’s announcement that he will release his 2013-14 budget proposal today, don’t expect many hard questions of the governor.

“If a steady economic recovery continues and the Legislature and the Governor keep a tight rein on state spending in the next couple of years, there is a strong likelihood that the state will have operating surpluses in subsequent years,” the Legislative Analyst’s Office recently reported[1] in November.

“Steady economic recovery?” Really? The LAO’s projected[2] budget surpluses in the 2015 fiscal year made many in the state scratch their heads. Isn’t the LAO supposed to be non-partisan?

Stay tuned later today as CalWatchdog unveils Brown’s proposed budget, after Brown’s finance director has a chance to explain it to media. I am sure this will be interesting now that we are enjoying a steady economic recovery.
