Yes, Richmond and Compton are different than Los Gatos and Piedmont. The problems in Richmond and Compton go much deeper than a lack of money. It's a fundamentally different attitude about money and government.

West Contra Costa Unified School District (in Richmond) has $1.7 billion in bond debt and the voters there just approved yet another $360 million to borrow. The school board is now asking the state Board of Education to waive the requirement to limit its bond debt to 2.5 percent of the assessed valuation of real estate in the district. They'll tax and spend until the state bails them out.

Willy Brown once said. "Parks is the glue that holds the State Budget together. Here is as State Parks now sits explained. -----

They only a few of manyt State Park Officials who were in on a system of petty favortism. They now say they were scared to tell about the extra funds. They sure were not scared to take the extra promotions, extra added managers, extra overtime pay for managers, extra vacation byouts, extra retirements pay, and an extra job, after retirement, with one of the P3 Public Private Partership organizations, who were getting extra donations from the public, to keep public parks open, many of which, could not be closed anyway, due to Federal Land and Water Conservation Fund Law, and all of which, did not need to be closed, in the first place, due to a lack of extra funds.
