					<description><![CDATA[There may not be many non-union school districts left in the State, but those that are still standing are not driven by union dogma.  The teachers and the administration should be able to determine what is best for their district rather than some tin-horn bureaucrat from Sacramento. The district must teach the standards as determined by the state and not teach to the tests that are imposed on the students.  If students are taught properly and given a well rounded experience, they will get a good education.  The districts are given performance standards that they must achieve or pay the consequence of being taken over by the state.  Performance pay for teachers would be very tough to impose because of the diversity of the students.  However, a district could and should help any struggling teachers maximize their effectiveness.]]></description>
