The cities hate arresting people for robbery and murder. Those are profoundly expensive crimes to investigate, prosecute and imprison. A city or county could go bankrupt by prosecution too many major crimes. Traffic stops are win win win: all money in the bank.

It cost me $302. My area has become a ticket road trap!!! They are everywhere. Everyday, coming off the freeway there are at least 2 cop cars with people pulled over. This is becoming ticket heaven for the state around here.
