"Incompetence and poor work", how insightful! Are we sure who he was blaming?
What might happen to these funds that were squirreled away by agencies by "error", you know Parks, Fire and as yet undiscovered. The computer might ruin a tradition of mocking the Governor and the dim bulb legislature, via keeping the money. Real accountability would be uncomfortable and could prove troublesome.
Perhaps Moonbeam will suggest starting over with no debt and a clean sheet of paper, all problems solved! That's thinking outside the cash box.
