It is already adopted by the legislature when the 2013-14 budget was ratified. The Education Budget Trailer Bill is just greater specifics on what has already been approved.

And YES, the illegals are a major contributor to crappy schools and over crowding. Why doesnt any one EVER mention this in govt?!!!!
