With eminent domain and an FBI warrant, the government can take any and everything from you, including your life if necessary, and there's nothing you can do about it.

People who want a big and omnipotent government had better be prepared for the unintended consequences thereof.

Individual rights and freedoms are abstractions to a vagarious omnipotent government that does what's in its own interests for its own reasons.

We the people are nothing more than tax paying units who exist to service the wants and needs of the government. Resistance is futile.

If it is true that the property has lost value due to proximity to a public project greater than just the loss from the downturn in the office market, then she may have an inverse condemnation claim. Also, after construction is completed the property may be enhanced in value due to the public project. The property owner should consult a competent eminent domain attorney. It may be difficult to prove damages beyond the downturn in the market which is not compensable.
