I think it’s a wonderful idea. Think of it like this, we all benifit from the Stormdrain system so why shouldn’t we have to all pitch in for it??

If you don’t want to pitch in for the Stormdrain system move your home into the ocean or local river 🙂 that’s what it would be like with out the Stormdrain system
