AB32 inspired many to agitate for a new and separate revenue stream on top of those already in existence in California. That&#039;s what the carbon emission exchanges are...the ability to allow government to conjure (monetize) additional revenue from ongoing and already taxed economic activities, sell the &quot;credits&quot; and turn this new money into yet more state spending. Most of the new spending will find its way into the pockets of the &quot;well connected&quot; in California I&#039;m quite sure.
