If by Southern California, you mean the Metropolitan Water District service area, imported water makes up only 40 percent of the water supply and that&#039;s going to decrease substantially in the coming years.  See figure 1-8 http://mwdh2o.com/mwdh2o/pages/yourwater/RUWMP/RUWMP_2010.pdf

So in reality, urban Southern California gets only about 25 percent of its water from the Delta. And with cutbacks the past two years, far less than that.
