					<description><![CDATA[Unless you deal with tort reform and regulations, the tax increase will be ignored by most business thinking moving to California or expanding in California.  The regulators in Kali are like the IRS, consumed with their power.  The regulations become moving targets, changing depending on who is applying.  The tax increase would be nice, but not effective in dealing with a poor business climate unless the whole package is addressed.
