					<description><![CDATA[Home schooling is the answer.  More parent participation in their kids schooling is the answer.  Not more money.  Wash DC leads the country in money spent per student and has the worst test scores and dropout and graduation rates.  
Even if a parent can&#039;t home school, and is not educated enough to help their own children, they can go down to the local high school and ask a teacher for the name of an A grade teen girl who can help tutor their child for free or for a minimum wage.  You don&#039;t need a masters degree to teach a child basic math or english. 
More money is not needed.  Better parent involvement is.
