If Cap and Trade taxes are redistributed to a wide net of recipients then it will “buy” political acceptance. Whoever devised a tax with a built in rebate but California? CARB and state legislature could just mandate that Chevron undertake greater pollution reductions without the Cap and Trade tax. Actually, AB 26 might help the Pacific Legal Foundation’s and State Chamber of Commerce lawsuits against Cap and Trade by showing that it is nothing but old fashioned “tax farming.”
