					<description><![CDATA[Correct.  The problem is not funding. Children need a place to study and do homework in an environment that respects education.  Studies show the large cities where results are not up to par with outer areas.  These cities now house those of large proportion of welfare single mothers, recent influx of 
poorly educated with elementary years of education only, gangs, entry level workers with limited time and income, etc.  This is not adding up to achievement.  Perhaps his thinking is that more money will increase achievement.  But there are societal factors at play which cause impediment to want to go to higher learning.  I think some smaller charter schools, church schools, might help more. These larger public schools just use the money in the wrong manner--obviously.  How do those who pay more taxes feel when their money for schools is drained to those who don&#039;t pay these large taxes?]]></description>
