For one it lumps high population energy efficient states such as New York and Massachusetts who have similar energy programs and profiles as California(about 7500KWh/yr with low population states with 2-3 times the consumption like Oklahoma(15,000KWh/yr and Wyoming(27,000KWh/yr). If you put together all the energy efficient states on one side and the spendthrift ones on the other, Levinson&#039;s calculations will have too much error to make any meaningful conclusion.   He als says that California has mild weather. HAH! perhaps has never been there or maybe went to San Francisco in May, because a summer in Red Bluff, Sacramento, Fresno, Riverside or San Diego means using a lot of air conditioning.]]></description>

Your report was cited in index to the National Bureau of Economic Research study and is confirmation of your prior analysis.  How does that saying go?  Flattery is when everyone copies you or something like that.  

It is interesting to note that the social scientists -- economists -- have one-upped the hard physical scientists on this issue.  Also interesting that all those hard scientists and regulatory scientists at U.C. Berkeley didn&#039;t catch the statistical flaws in their self serving claims that California&#039;s energy efficiency was due go tough regulations. 

The implications of your study and the Bureau of Economic Research study is that the entire California Energy Commission is superfluous.  California could save $1 billion a year if it just &quot;de-commissioned&quot; the Commission.]]></description>
