					<description><![CDATA[Regarding the roads of CA, the money changers are not willing to maintain the roads despite the amount of money that is generated through fuel taxes.
Regarding the Delta, a prominent farmer from the Delta suggested that the current flow be improved by dredging and rebuilding the levees.  A peripheral canal or tunneling through the Delta would rate right up there with the high speed rail fiasco.]]></description>

					<description><![CDATA[What the proposed Delta Tunnels are is an unnecessary waste because Northern California front organizations -- called environmental organizations -- have mad anything but the most expensive option for re-engineering the Delta the ONLY option. The reason tunnels are being considered is because the &quot;locals&quot; don&#039;t want surface canals through their farms and communities. 

But Southern California needs to find some way to replace water lost to Arizona from the Colorado River. And water deliveries from northern have been drastically cut due to bogus lawsuits over the Delta smelt (which still are continuing even though the National Resources Defense Council lost their case. Another smelt court case is proceeding regarding the Federal controlled Central Valley Project). 

It is interesting to note that Texas has had a drought and took $2 billion out of their general fund reserves for water system improvements. Meanwhile it may be years before California gets any new reservoirs because of the California Environmental Quality Act (CEQA). There is no such counterpart environmental law in Texas.]]></description>
